If a local authority has applied for a Placement Order with proper prior authority from the Agency Decision Maker that complies with Re B (Placement Order) [2008] 2 FLR 1404, life, as we know in family work, goes on.

Further events happen to the children and parents, court hearings take place, Judges make decisions. If the local authority sees no reason to change its mind and still pursues a Placement Order, does it have a duty to refer the case back to the ADM? What level of change of circumstance would make that necessary or advisable?
